1992 Aug: Public Citizen (Ralph Nader) published an Advocacy Institute Report "Tobacco Money, Tobacco People, Tobacco Politics" which details those working actively for the tobacco industry. It says:

Some former Johnson, Nixon, Ford and Carter administration officials are also working on behalf of tobacco interests.
    Thomas Quinn, foreign agent for US Tobacco Company, was with the Office of the Controller of Currency, US Treasuxy from 1963 to 1987.
