Judge William Osteen became notorious because he allowed the tobacco industry to sue the Environmental Protection Agency (EPA) over its Risk Assessment that second-hand smoke caused cancer. He also heard (in the heart of tobacco country) a lawsuit on the right to advertise, which had been filed by the national advertising agencies.
