(CPSC) The fourth of the main health and safety regulatory agencies of the Federal government in the USA — and also the least active. However the tobacco industry had enough respect for the CPSC's potential to actively squash it whenever possible.

1974 Dec: /E Tobacco Institute CONFIDENTIAL document "Defending Tobacco" ... A TI 'puff piece' showing how well it has done compared to other industry lobbyists.
Consumer Affairs: TI staff played a decisive role in helping to defeat provisions that would have extended the power of the FTC or placed tobacco under FDA, or the new Consumer Product Safety Commission, or set up a Consumer Protection Agency.
2007: David Sirota article: He writes that beyond the Consumer Products Safety Commission being underfunded, it is also statutorily inhibited from being an aggressive regulator. As the Wall Street Journal notes in its front-page report today, the commission " "usually refrains from alerting the public about potential hazards until an agreement is reached"" with the company that made the product in question.
