The Secretary General of the international Hotels, Restaurants and Casino's (HoReCa) organisation and Director of the Swiss Cafeterial and Restaurant Association (SWV) who worked with the tobacco industry to counter non-smoking regulations for public places.

1989 Oct 16: Philip Morris's EEMA Regional Annual Report states:

In April, PMI CA [Corporate Affairs] supported by FTR CA began working with the International Organization of Hotel and Restaurant Associations (HORECA) which is based in Zurich. As follow up on the PMI assistance for the October 15 international HORECA meeting in Spain (bringing leading restaurant owners to address the meeting), we are working with BM [Burson-Marsteller] in the Nordic countries to broadcast their messages.

    Dr. Xavier Frei, the Secretary-General of HORECA, is also the Director of the Swiss Cafeteria and Restaurant Association.(SWV). The Swiss NMA (ASFC) has been supporting courtesy campaigns (My Dear Guest) through the SWV for years, and contributes articles to the SWV's weekly journal - SCHWEIZER WIRTEZEITUNG - and is currently working on an article entitled "Smoking : Only Tolerance Will Help".
