The industry already has mounted a reasonably comprehensive lobbying effort against the Venezuelan antismoking legislation. Although Ms. de Otero and Mr. Antich are reasonably confident of the industry's ability to defeat the legislation without further assistance, they agreed to consider over the next several weeks the possibility of asking one of our local consultants to provide additional information on ETS/indoor air to a few members of the Chamber of Deputies.The contacts most likely would be initiated by the members themselves, perhaps with some urging by industry representatives

Since Dr. Burger already has published an article on ETS, he perhaps would be the most logical of our Venezuelan consultants to provide any assistance that may be needed in connection with the pending antismoking legislation. We agreed though in that connection to explore with all of our Venezuelan consultants at the consultants meeting that has been scheduled for January 28 and 29 in Vina del Mar, Chile, their willingness to respond to inquiries concerning the legislation.
We also are to discuss with Dr. Carlos Alvarez of Argentina the possibility of his participating, with one or more of our Venezuelan consultants, in briefing sessions on ETS/indoor air as part of the industry's efforts to defeat the Venezuelan legislation.
7. Burger/Alvarez Cardiovascular Review. As noted in the memorandum on Argentina, Drs. Burger and Alvarez have been collaborating over the past few months on a review article addressing the claims that have been made concerning ETS and cardiovascular disease. The article should be in final form before the end of this year. We have agreed with Drs. Burger and Alvarez that an effort should be made to publish the article in a scientific journal in the United Kingdom. We are to explore with Dr. Burger at the January consultants meeting in Vifia del Mar how the article should be distributed and promoted in Venezuela.
