1992 Nov 23: He is being recruited for the Latin America ETS Consultant Program (WhiteCoats). It says:

3. Other Activities Relating to Venezuelan Antismoking Legislation. Ms. de Otero and Mr. Antich have asked us to explore ways of underscoring some of the important negative consequences of smoking restrictions.

    We agreed in that connection to talk with Hector Richard in Puerto Rico concerning the possibility of Richard's preparing a briefing paper on smoker discrimination issues, including the smokers' rights legislation that has been approved in some 26 states in the United States to address such issues.

    Ms. de Otero and Mr. Antich also will consider the possibility of arranging other briefings, including briefings by restaurateurs and others who have lost business or otherwise suffered because of smoking restriction measures.

1993 Dec 28: A Philip Morris list of possible speakers (probably prepared by Aurora Gonzales) for Chris Proctor of BAT. They are collaborating in a proposed Latin American journalists junket.
    On the subject of Freedom of Commercial Speech [total advertising freedom], she proposes:

Hector Richard - His topic is broader than freedom of speech He talks about the extremes of some societies in restricting products or portraying certain behaviors as socially outcasts.

    Clearly he has been used by the tobacco industry before.
